Bouchard Report

The Report provides analysis and recommendations to strengthen the Federal System supporting research and science.

Minister of Innovation, Science and Industry, François-Philippe Champagne and Minister of Health, Jean-Yves Duclos mandated a panel of seven experts, presided by Frédéric Bouchard, to provide advice on how the Government of Canada can modernize the federal system supporting research to maximize the impact of investments and position Canadian researchers for success.

« It’s clear that Frédéric Bouchard’s report changed the conversation about science policy in Canada. » Paul Wells

Hybrid presentation of the Report to Ministers Champagne and Duclos (2023).

The Bouchard Report includes 21 recommendations on various aspects of the research enterprise.

Comme nous le soulignons en conclusion du rapport “Our most complex societal challenges increasingly require creative solutions that bring together multiple perspectives from diverse domains. Research is now more international, collaborative and multi- and interdisciplinary than ever. A competitive research support system that facilitates a collaborative approach is not just critical to support our scientists and scholars, but is also critical to ensure Canada’s ability to respond to societal challenges as they arise.”
